Is this legit?

I'm looking on e-bay for Microsoft Frontpage and all of the auctions I find (something like 300 or so) have the price around $70. Retail is $199. None of the auctions I found included the box or manual. Are they legit? What's the deal?

But I wouldn't even get Frontpage, it pretty much just sucks. Get Macromedia Dreamweaver MX 2004, that's the best.
