Is this scareware?

I was browsing on yahoo when I clicked on this link about WW2 history and I got taken a security website claiming that I was guilty of online fraud based on my IP address activities and that I needed to download a malware remover program in order to avoid being busted for fraud. There was also a popup claiming that so and so was going to contact the police unless I downloaded the program.

Is this genuine or is it just scareware?

The immediate thought on that would be a "SCAM" and a warning here is not to be "guilable" and taken in by this. Any legitimate authorities would have already been knocking at your door if you actually were accused of something. This sounds like a new scam tactic to take in the uninformed there. Clear your browsing history and run a few adware/spyware removers to get any of that stuff off of your system there.
