Is this suppose to be really hot.

I have gigabyte 970a-d3 and I'm not sure if something wrong or not. The metal part right under the processor is really hot to the touch. Is this suppose to happen?
 
The metal part right under the processor? You mean the heatsink, or the heatsink retaining bracket?

It's a metal rectangle between the processor and the graphics card. and it seem like my whole motherboard is running hot. I just installed a new power supply and graphics card but I don't believe I did anything wrong

Yes, that is supposed to get hot. It is a motherboard heatsink, that desperses the heat from the northbridge/southbridge with out a fan.

yeah that's right but the left upper area is almost burn to the touch as well it seems extremely over heated
 
Well, I dont think system temp is motherboard temp, but, if the motherboard feels ALMOST burn to the touch, than it probobly is fine.
 
If your talking about the northbridge heatsink and as in the upper left as the mosfets, yeah, they will feel hot. Especially the mosfets, the 970A-D3 is one of the lowerend 970 models and doesnt have a heatsink on the mosfets.
