today my pc @ work has been constantly shutting off randomly. like complete power loss. I opened my up psu and found this brown smear near the capacitor. is this the problem? or just random jelly?

Ehhh, hard to tell, but it doesn't really look like a leaky capacitor to me.

Still, the problem you're describing does point to a bad power supply.
 
i just took the board off the mounts and there are definite "burned" spots all over the board lol POS power supply...
