ISO Difficulties

I downloaded an ISO image that was supposed to be bootable. I burned the image to a CD-RW but could not get the program to launch upon start up inspite of haveing the drive sequence in the correct order (cd first, hdd second). Is my only option to but some ISO extraction software and put the extracted files on a cd or is there just something I am overlooking. Any and all help would be appreciated. Thanks
 
No, what I am actually trying to do is create a dedicated proxy server/firewall using the free ipcop software. I did as the instructions on their website specified and downloaded the iso version but have been unable to get it to load on the computer I want to use as the proxy server. I am doing it just for kicks but it is really frusterateing me.
