I've Seen This Before:Add/Remove Problem?

OK. I attempt to remove a program using the Add/Remove feature within the Control Panel. When the program list is "built" only a very few of many programs are listed. Since the feature is used infrequently (at least by me) it's impossible to determine when/why the add/remove does not list all my programs. I've seen this both on my Dell XP machine and my HP Vista notebook. As I remember it, the programs do appear without my intervention at some point in the future. I have restored to previous restore points without success. Any ideas what causes this? Thank you

There is this program called C cleaner (google it) and it can disable start up programs, and uninstall any programs that are on your computer so you could try that.

As to why this happened, I have no idea. Never seen it happened before.
