Java Question. Please Help Me!

Hello, I can no longer run programs that contain Java. The programs tell me to go to www.java.com and download it. Well I try to do that and I get a runtime error. I have also tried downloading the latest Internet Explorer, thinking that might help, but it didn't. Here is the runtime error that pops up when I try to download the new version via www.java.com.

ERROR 1311 Source file not found C:\ Documents and Settings\My name\ Local Settings\ Temporary Internet Files\ Contents.IES\ UKOG4HN9\ja15000[1].cab. Verify the file exists and that you can access it.

This is the error message. I have looked but can't find the file. Java.com will not continue with the download if I don't find it. What do I do next? Can anyone help me figure this out. Thanks for you time and any help you can provide me.
 
download the JDK1.5 from java.sun.com and install in then restart your computer everything will be ok,just try it.your os lacks of java runtime and the java runtime IE inward may be modified by some application or operation.
