The speed of your internet connection can cause this as well. That is an old computer I'm afraid and all the things associated with older electronics and slower internet connections will all affect the quality of streaming video. If you can download the video rather than streaming from the internet and play it on your computer that will determine, to an extent, whether it is your computer or your internet speed. I do not have a problem with streaming video on my computer from the interneyt but it is a new computer and I do have a fast internet speed. But if I try to stream a video across my network, such as to my Chromecast device or my EZcast device that is jerky and sometimes stops until the stream has caught up. I do know that my network is slow but I don't want to spend the cash to upgrade it as I only, generally, use it to transfer files between a couple of laptops that I have I think I have, basically, giving up on my Chromecast and EZcast devices. I'm afraid there isn't an awful lot you can do that will, effectively, help things other than spending money and the problem with that is that you do not know whether what you are about to spend masses of cash on will help or not. Adding more memory, upgrading motherboard, CPU, graphics cards etc etc all should help but in my experience these things only slightly improve matters for a relatively large outlay of cash. It is one of the reason gaming machines are so expensive. A lot of time and effort goes into making the game footage work reasonably well. Even in this day and age game footage just does not look real in any way or form in the way the characters move around the screen. And yet gamers will pay thousands of dollars to get the best quality they can for their game footage which, as I say, is unrealistic at best. Game footage is, also, cartoon footage. You are trying to stream real world footage in high quality and that uses a massive amount more pixcels than any game footage does. This means big big files.
Using different browsers might improve it somewhat but, again, I have little or no improvement trying that. But to be honest that is all you can do try different stuff. Hopefuilly stuff that isn't going to cost an arm and a leg and see how it goes. Just to see how much these people spend on their machines look at the Mulhen Kolch's signature and price that little lot up. It wont be cheap and I can assure you that occasionally even he will get streaming problems although he is not likely to admit that LOL.
