Perhaps not the easiest, but the best way is to use the GIMP .
It is a general purpose image editor. To resize a picture, open the image in the GIMP, then select Image then "Scale Image"; that will open a small dialog box that will allow you to specify the size that you want the image to be.

o yeah, sorry... Its cos the file is shrinked by alter the size using dreamweaver. Just is their a smaller image format than .jpg?
 
O yeah, the bar at the top where u can scroll mouse over more links i had but removed them. So macromedia have used the template aswell. Cheap scapes!
 
I always (90%+) convert the images to GIF before putting it on a web page but then I started using FrontPage and its a lot easier. :D
