Jumping Picture

I have tried to burn a dvd using a file(mpeg) sent to me from a relative, however when i import it into my movie making software the sound is ok but the video just jumps all over. Can anyone help?
The software i'm using is "Adobe Premier Elements"

Is it only like that when you import it to Adobe Premier Elements; i.e. does it jump when you play it?

System Specs?

In answer to your question, if by jumpy you mean that it stutters it can be caused by outdated DirectX/IEEE 1394 components. Also can be caused if your system specs are poor.

I burn at x4
everything is ok when i capture from my dv camera, its just when i try these files. the files are mpeg1 and filmed in ntsc format, i'm from europe(pal) would that make a difference?

It might if you have an older DVD player .. convert it to PAL and burn it that way
