Just a couple of questions

Ive recently been studying how to oc cpu's and graphics cards and the effect a cpu has on graphic performance.
I put 1 of my 8800gt in my old rig "p4 @ 4ghz, 2gb of 667" and without any cpu tests in 3dmark it got a very close score to my new rig. When i looked at my recorded data of wat the computer was doin during 3dmark i was surpised that their was only thing maxing out to 100% and that was the gpu. Am i right to think more or less no matter how good a computer i put this card in it wont have much effect on the graphics performance?
Also ive always used intel's never amd's so to exspand my knowledge i looked into amd's and i was surprised to find that they have very high fsb speeds. So for example if you had a single core runnig at 2ghz with 2mb of cache but the intel fsb was 800mhz and the amd was 2000mhz, does the means the amd is better?
 
also why oc cpu's when it wont help the graphics. In crysis my 8800gt's are working 100% and my e8400 aint really workin very hard. Im sure no matter how amazin the cpu i put in my computer, it would make hardly any difference to the graphics. When i first used 3dmark06 and i compared my computer with others with the same graphics cards, i thought their was something wrong with my computer because so many people had much higher scores than i did, until i noticed the cpu scores. At the end of the day they all get more or less the same fps as me. Cpu's are teribble at makin graphic, leave it to the graphics cards.
