Do you mean, what are the best settings you can get in games with the HD3850??
If so, I'm sure you will be able to play Crysis for example in Medium settings with the X2 4000+ and getting decent FPS. Not sure though maybe you can get more. You won't regret it, it is a great card! Try it then if you feel you need more speed, more RAM doesn't hurt and you can always upgrade your CPU.

To get decent Frames per Second with the 8400GS I would say no more than Low settings on most games. And for Crysis, with all respect Im sure you won't even be able to get to the Loading Screen!! 
The problem with the 8400GS is simply that it is the bottom line of the Nvidia 8 Series. They are called the entry level and are mostly used to boost video playback maybe or to add some speed to movie editing programs I don't know.
