Keyboard language issue in the windows login screen.

I have Windows 7
I have set the language settings to French(Canada), and removed all other languages everywhere, including in the keyboard settings, but I still get the English keyboard in the Windows7 login screen and many other languages like chinese, taiwan, that I can choose in the left upper corner.

This is annoying 'cause me and other users have to set it to French(Canada) each time we log in, before typing our password.

Any idea?
Note: When I get in Windows I have the right keyboard and everything's fine (no other language appears in the windows settings). :confused:

I found the solution. For those who would have the same problem :

Control panel
Clock, Language, and Region
Regional and language options
Administrative
Copy settings...

Here you can copy the current user language settings to the welcome screen:
Click on "Welcome screen and system accounts" and on Ok
