keyboard not responding during boot-up

When my PC is booting my keyboard is not responding. I have tried with two different keyboard (one on USB and PS2 port, and the other on PS2) but the results were similar. I can get into bios with pressing 'delete' and navigate through it normally, but i cannot run my Windows XP in the safe mode by pressing F8 or boot from CD (because I would have to press 'any key' in order to continue, but the keyboard just does not work).

Because I would need to repair my Windows (one of the registry cleaning programs removed too much) I cannot do anything with my PC.

Please, if you have any ideas on how to fix this or what to do, reply.
And if you need any additional info about my system or how this happend I can try to write what I know.
 
If the keyboard is working in the BIOS then it will work in the area to re-install windows. As for the anykey.........just press any key (try them all if need be).
 
does your keyboard have a load of extra functions that are triggered by the "F" keys? mine does and i have to make sure that extra function shift is turned off before i can get into safe mode by using the F8 key
 
I know it was supposed to work, but it just didn't. I pressed a lot of different keys, but still, the problem remained.

One keyboard does have a lot of functions and in the past it worked fine (I also had to press something to enable 'F' keys). The other keyboard has no special keys but it didi not work. Today I plugged my keyboard (the USB one, with all the extra functions) into PS/2 for mouse and it works fine.
But now i have problems with Windows. I booted Windows from CD and pressed 'R' for repair. Recovery console opened and I typed in, the exact commands, I found on the Microsoft web site, regarding my problem. So with entering these I would be supposed to repair my OS. Now instead of giving me the ''file missing or corrupt'' message, everything goes (more or less) normal untill the first Windows screen (Windows logo and under it loading progress). Then my computer just restarts. I have tried safe mode, last working settings, but the result is always the same.
 
Constant restarts usually mean a bad MBR from what I've seen or just a corrupted ntldr. Best thing to do would be to repair install (Or just re-install if you want) windows and go from there.
