Kindle not showing up under my computer

I have a Dell 3100 with windows XP and a Kindle hooked up to it using a USB cable and I am trying to download a book to the Kindle but the Kindle does not show up under My Computer like it is supposed to so I can drag and drop.

Is there a way to fix this?

This should work with Window 2000 or newer according to Amazon website.

Why are you trying to download a book to a kindle using a pc? Download it directly to the kindle. You should be able to redownload it for free if already purchased using your amazon account.
 
Ok. I understand.

The only thing I can think of is that you need to set the usb connection to a data(storage) connection instead of a charging connection just like you do with smartphones. Once its set to a data connection then it should show up in "my computer".
