My laptop's gpu exhaust blows air out in groups.
How do I turn it on to where it wont melt the pipelines.

What the heck are you talking about? "wont melt the pipelines"?????

The laptop turns the fan on high whenever the temps reach a certain point. The reason it's doing it in "groups" as you call it, is because the fan turns on high, then it cools down enough so the fan doesnt need to stay on all the time. And what do you mean by it not melting the pipelines?

Also, theres no way you can control it in the BIOS, you would be lucky if theres any kind of control in the nVidia control panel, seeing as how its a laptop.
 
On my desktop, when I have the Intel Desktop Utilities on, which utilizes the temp sensors. It will control my fans, so I go into BIOS and set CPU fan: Aggressive, Case Fans: Aggressive. YES I CAN!!
