Laptop mousepad

I have a Toshiba L755-S5216. When I am on the administrator side of being logged in, the mouse will move cursor when using mousepad, but I can't click with mousepad. I have to use the two buttons below it. When I am on guest, the mousepad works as it should. When on administrator, FN+whatever key engages mouse is working properly. But for some reason, the clicking on mousepad won't work under administrator but does fine when under guest. Any ideas??

Start, Control Panel, Mouse,

Device Settings,
Settings, Expand Tapping, and make sure Enable Tapping is enabled.
