Laptop only charges when its off

HI folks

I have an old HP Envy laptop thats about 7 years old and it only charges when its off, if i plug it in when the laptop is on theres a white light on which usually means the laptop is 100% and stops charging but its not full, then if i turn the laptop off, theres an amber light which usually means its charging. i can only charge the laptop when its turned off and i get the amber light, an ideas?

According to online search it's either needing an updated bios, new battery, charging port or there is something up with the charging system. Would have to be taken in somewhere to verify.
