Laptop Overheating

I dusted my fans I don't think they are turning on:

GPU 51C
HD 56C
CPU 94C

Is this really over heating?

definitely overheating.
How did you clean out the fans? compressed air is the best method.
to check if the fans are working, listen for them, or feel for the sir discharge.

I cleaned with compressed air.

I think I hear them, or just 1..i can't really tell, it's very weak.

I think it only has 1. All of mine only have 1 fan that pulls heat from the GPU, Northbridge, and CPU.
Check your BIOS and see if theres an option of cool and quiet (maybe speed step) and be sure that it is on. that will help lower the average CPU temp.
What Brand and model laptop is it?
