Laptop plroblems: Long/endless shut down time and other dodgy stuff?

Hi I am having many intermittent problems with my laptop (dell inpiron).
these problems include:

very long log off/shut down times - i always get impatient and just shut it down with the button

Randomly taking a long time to do simple tasks (copying and pasting small files)

There is a green bar that i assume is a loading bar that sits at the top of the windows explorer and takes a long time to load.

File saving problems in Word documents - if i hit 'save' it saves fine but when i go 'save as' then the computer crashes and i have to reboot.

General random intermittent crashing of programs

I have had the computer for a couple of years now and it would most likely be getting rather clogged up - which could have something to do with it?
I have done a system optimization and various other fixes with Pc Tools Performance toolkit (although it tells me system health is in the orange), but i am still getting the same problems. Pctools spyware doctor doesn't tell me there are any viruses,
what could it be?

If i factory reset my computer do you think the problem would go away?
(i am going to hand the computer over to someone else soon and will reset it for that, but i do not want to leave them with any issues!)

What's the make and model of the laptop?

Well, first, those programs that "optimize" your computer are most likely a spambot that you install. Get rid of those, they're not helping. While you're at it, uninstall any programs you don't use and delete any files you don't use.

Download Ccleaner:

Run a scan to delete your internet history and other temp files, then do a registry scan with it and fix any problems.

Next, test your RAM for errors:

Get a flash drive, and download the "Auto-installer for USB Key (Win 9x/2k/xp/7)" right next to the *NEW!*.

Boot to your flash drive and let the memtest do its thing. If it finds any errors, your RAM needs to be replaced.

i'm looking suspiciously at the hard drive. The loading bar on the top of Windows, long start up times, etc... I could be wrong but it might be that it's starting to fail.

Yeah, might be a bad hard drive. Find out the manufacturer of your hard drive and download the diagnostics tools and see if they show any problems.


But "green bar at the top of windows explorer" sounds like the downloading bar on Internet Explorer. Don't think there'd be any kind of bar that shows what's loading.
 
Top left hand side of screen:
There is a address bar for folders as well as internet explorer and its in windows 7 and when it checks or scan folders when you go to them there is a moving green bar that gos across
