Laptop purchase

A computer sales person suggested the following points to consider when buying a laptop. Are these points good to look for when buying laptop.plz comment and suggest any good computer which meet these minimum requirements. Should I go for a new computer or any used/refurbished computer is equally good because I can spend 500-600 USD only.

Processor :Intel Dual core 2 -7000series
Speed :1.5 Ghz
RAM : 1GB
Hard Disk : 160 GB
graphic card with a resolution of 1280x800
Screen : 15"
 
Thats decent for the money, and for that budget I wouldnt expect much more. However if you wait for some sales you can but a pretty much identical laptop for around $450-$500. My friend got one with a 1.8Ghz X2, 1GB RAM, 120GB HD, 15.4", for $460 IIRC.
