Laptop runs at a lower speed

Hey,

My friend brought his laptop, because it was a mess. I've fixed it for a big part, but I still couldn't figure it out why it was running on 800 MHZ instead of 1600 MHZ. It's a HP pavilion zv5000. When I formated it, it ran at 1600 Mhz, but now, it still runs at 800MHZ. Before I formated it, it ran at 400 mhz. How can I fix this? It has a AMD Athlon (tm) 3000+ processor.

What tool are you using to determine the clock speed? CPU-Z is a good one. It's possible his CPU is scaling back when Idle to conserve energy and run cooler.
