laptop will not start up

my laptop will not start up it gos to windows boot manager and then it says
status: 0xc00000e9
info: an unexpected I/O error has occurred

i tryed to start in safe mode and it will not let me
i tryed to restore it with the disks and it will not let me

please help it is a gateway nv5378u

i was thinking it might be the hard drive
 
Start by testing the hard drive by downloading the hard drive manufacturers disk diagnostic utility, burn it to a cd and boot to it. What brand hard drive is it?
 
it sees the hard drive but it will not let me test it
on the drive list all it shows is the hard drive and it does not have a test button or any thing

then when i clicked on the help button it comes up critical error (unknown command) on drive A

Okay. If you have another computer you could slave the drive and see if you can pull any data off of it.
