Laptop won't shutdown.

I have windows 7, I changed a power plan a while back (but restored it to previous settings afterward.) Ever since, it won't shutdown. I restored to before the power plan change, and it worked once. Then it won't shut down again. I've been having to restore it to a previous backup EVERY TIME just to shut it down. Can someone help me so I don't have to do this every time?

It may help to click on start, and in the search bar type sfc /scannow and hit enter. This will make sure all system files are still in the correct place and not altered in any way.

How far back did you do the restore? going back a little farther may help.
 
System restore should have more older restore points to go back to unless she has it set at a small size for restore points, or just cleaned out the old ones to regain drive space. This is the whole idea of system restore.
 
I just tried to run cmd as an administrator and now I can't click on anything in the start menu? I can't search anything, no programs are being highlighted.
 
If you can't do anything then just press and hold the power button until it shuts off. Then turn it back on and you should get the option to repair your computer.
