Laptpop Windows Error Recovery (wont start up)

Hi Guys,
my toshiba satellite p300 wont start up properly. I turn it on and it loads (past the toshiba part) then says Windows Error recovery it then gives me 2 choices -
"start up windows normally"
"Launch Startup Repair (recommeneded)"
i click the recommeneded and it says Windows Boot Manager
Windows Failed to start a recent hardware or software change might be the cause. to fix the problem:
1. Insert ur windows installation disc and restart your computer
2. choose ur lanauge settings and then click "next"
3. Click Repair your Computer.

Status: 0xc000000f

Info: The boot selection failed because a required device is inaccesible.

So yea, what do i do lol? Vista came preloaded with the laptop so i dont have a copy. I called up a shop and they said its got nothing to do with vista and they can fix it no problem for a $180 charge. If i start it up normally it doesnt go past that Windows screen it just like idols on it for hours.

I have no discs to the laptop (at least i cant find them) its only 10 months old and in very good condition.

That sounds like a failed/failing hard drive, but it very well could be software related.

While on the Toshiba screen, search for something mentioning a restore option. Many times it's F10 or something like that. It may even be in the boot menu (F12 typically). I'm just curious if you can boot to a recovery partition of sorts and perform a windows repair. That or with a CD would be my first course of action. If a repair doesn't work or a there's not an option to do so, simply reloading windows may fix it.
 
hi mate thanks for the speedy response will try now
what do u mean by reloading windows? do i need vista do to that?
also ive searched alot in the last 30mins or so and found a few topics on other forums with the error appears to be software related not a failing HDD.
I found a download link that will download the repair to vista only however it says it will work with HP and Del no mention of toshiba ;(

f10 i get no response
f2 takes me into setup and f12 into multi-boot however there is no option there (unless im blind which i may dam well be)
