There are countless sites and tutorials for gaming, troubleshooting problems, installing and running different types of operating system, and even plenty of sites for downloading free and free to try out programs and uitltiies for the system and other things. Practical experience is also a good learning tool.

wheres the best place on the web to learn about computers?

i would say the forums everyday i just go on and look and ask problems then when i get an answer i know a whole new thing about computers so yeah i think going on forums asking questions helps alot
 
www.howstuffworks.com is an excellent resource and a really good place to start. They explain everything in basic enough language that you don't have to be a computer genius to understand. I highly recommend starting there.
 
i agree with SirKenin, howstuffworks.com is very good for information on pc's and single computer components. They also have good pics and animes that show how the stuff works.
 
You're on one. Stay on here and be active. Look and read into threads even though you know that you don't know the answer. You will absorb the replies and posts and soon it'll start making sense.

There really isn't anything that can really teach you about computers unless you actively invest some time and get hands on or actively participate in discussions. Reading through walls of text will help you with what they are and how they come to be, but other things such as using it, unlocking certain features, tricks, etc.. aren't readily available unless you search for it specifically.
 
Another resource that can make life a little easier while trying to get the basics down is using prepared tools for both repairs of Windows and tweaks to modify software behaviors. Learning about computers also means learning how to maintain them. Often software bugs are harder to repair then knowing when a particular type of hardware fails. The links here contain various tools and tweaks for Windows to go over to see how one thing can effect another.
