Is there some software to limit an Internet on a desktop , standalone PC?

Do you mean to limit access times and all? If so, look up parental control software.

If not, what exactly you are looking for?

I need to limit the quota...

Ah okay. You can check out DU Meter (http://www.hageltech.com/about/us).

I know that it tracks and monitors the bandwidth/data transfer use, although I'm not sure if it also limits the quota.
