Limited accounts XP Pro

My computer went in for repair.They installed XP Pro.I can't seem to create any limited accounts.

I created another Admin account that eliminated me and had to do a system restart point to get back to me again.

I know how to do this but the limited option is not available ????

What are these SP3 ? I don't know ?

They are Service Packs. Right click on my computer icon, Properties. Tell us what writes under "System"
It should write like this:
'Microsoft Windows XP
??? Edition
Version ???
Service pack ???'

XP Pro, 2002,SP3......This was all under general info.It's registered to me and has a very big number associated with it.

Yes.My repair guy isn't too sure about why....so the solution is still out there.
