Limiting Internet Access

Hello all,
I am newbie working with Windows Server 2003.
How can I limit the access to the Internet for the users, for example, could I enable that some users can download XX MB per day?

AFAIK, you can't control the amount of data downloaded per user from the internet, as that would be a router/firewall function, however you can set the maximum download limit for all traffic on the network.
