Liquid cooling help

I have read the 101 and done a lot of research but i am still a bit lost :confused:
I read that reliable pumps are needed that can cost upto 200$ and liquids need to me cleaned out and changed but There are also things like the H20 küler 920 and the h60 that seem like they are quite different and I honestly am quite lost.

are things like the h60 lower quality?
 
Yes, things like the h60 are low quality compared to a custom setup. A standard air cooler is way less maintenance, and much cheaper. Watercooling is really only worth it if you're after silence.

Well im after cool temperatures for over clocking and my gpu is really hot as idle my temperatures are really high cause its hot where i live
 
well my max budget is 100 but i can go over but id rather not cause i want to save up for some other stuff

but i can go over if it is a proper cooling kit all depends

The above assumptions are incorrect. The point of water cooling is maintaining stability for above air-achievable overclock. If you don't plan on overclocking then get the largest fan you can fit as an aftermarket air cooler as it will be quieter.
