Load in Guest Account Only

Ok well I have a program I recently downloaded and I want it to run on startup on the guest account. I have XP. Anyone know how I can accomplish this? I cannot access msconfig on the guest account.
 
Navigate to C:\windows\pchealth\helpctr\binaries and right click on "msconfig" and choose "Run As...". You then choose the user you want to run it under and type the password. Bam. Your in the MSConfig.
 
No. You have to "Run As...." an administrator account so you can go into the MSconfig and make changes.
