Locked multiplier?

I read somewhere that OEM cpus come with the multiplier locked so you cant increase it at all. I beleive I have one of them. I have an AMD XP 2100+ that I am trying to overclock. I can't get much of anything from increasing the fsb alone. System will only run stable at 141. I know from increasing the multiplier alone I was able to get my other 2100+ to 2.0Ghz, and that was just because my mother wanted a 2.0Ghz machine, so I didn't try to get anything more out of it.
If my memory serves me, I read somewhere that the multiplier was locked by cutting the L1 bridges (where there are 5). I looked at mine and all 5 L1 bridges are cut. So, would that mean reconnectiong the 5 bridges would enable increasing the multiplier? Or do I have to search online for details on what bridges to cut and what to connect for each multiplier? I hope for the former, as it would make things much simpler. Any information would be greatly appreciated.
