Looking for a £300-£400 Graphic Design Desktop PC

Hello everyone!
Next year I'll be starting to study Graphic Design & Computer science, so I've decided to buy myself a desktop PC. I'm not exactly sure what programs we will be using, but I'm fairly certain Photoshop will be one of them. My new laptop will need to be able to run such programs, I'm open to any suggestions that are within my price range (£300-£400). Being able to play games, such as Skyrim would also be great, but not necessary.

How many fps do you think I could get when playing Skyrim on medium settings, with the build you suggested?

Probably not very many frames per second since the GT 640 is a pretty weak card for gaming. If you can get a GTX 650 Ti or a Radeon R7 260 you'd be quite a bit better off. FPS depends on the resolution you're playing at too. You could get an FX-4300 to get the nicer card into budget but for Photoshop you'll probably want the FX-6300.

Do you need to buy an OS? If not, you can save about £70 and put that towards better hardware.

Unfortunately, If I were to build a build a PC, I will need to buy an OS.

However, I would prefer a pre-built PC, as I don't really feel comfortable with building my own. I've heard AMD provides more 'bang for your buck', but what would be the AMD equivalent to intel's i5? If you could suggest a specific PC, or a good website to find the PC I'm looking for, that would be great.

FX 6300 is £80, 4300 is £75.
I can't find a better card to fit in the budget...
 
Yeah the budget is a bit limiting, I know. The GT 640 will likely be fine for his designing, but not good enough for high resolution gaming.

That totals to $500, which is equal to £300. However, prices seem to be a lot more on UK sites, so it actually comes to around £400 (If all the parts are bought off Amazon), which doesn't include the OS. I was wondering what modifications could be made to either pull the price down or suit it more towards Graphic Design.

Also, what would be the best UK website to buy PC parts off of?
