Looking for Laptop

I want to get a laptop for my nephew's birthday (he's 25). The thing is it needs to be able to run ARCGIS and ESRI. I was thinking that $500 should be enough, but not sure. Looking for suggestions and also letting me know if the dollar figure is too low. The software I mentioned earlier is somewhat similar to CAD and Photoshop.
