Lost Power PC will not Boot

Every time the power flickeres out I must take the battery out and clear the BIOS for my computer to boot. I can turn it on, it kinda powers up I can eject the dvd tray bit no boot. The BIOS setting is for computer to re start but it doesn't.

If your loosing power in and out i would address this with a minimum of corcom line filter. (surge suppressor). Im using a Belkin line conditioner with battery backup. there cheap enough. Loosing power and backon can and will wear every component in the house. Electronics, tv, fridge, radios or what ever.
