Low-Profile PCI-E x16 video cards?

My brother wants a decent card for his computer, But he is using a Dell Inspiron 530s, which really limits it. there is barely any space, so It needs to be low profile. Plus, It has a 250w video card. he doesn't want much, just enough to play some older games and Watching HD video. He said something about a second monitor too.

I was thinking.. HD 5450. but I don't know if it would fit.
and I'm not sure if the motherboard is PCI-E x16 2.0

Oh, and please correct me if I get any terminology wrong.
 
First off, you're gonna need to upgrade the power supply anyways to power any gpu worth getting. Second, a great option for him would to get a cheap case to put the current components in and give him space for any upgrasde now and later. It would be like building his own computer in a way. I would suggest any of the mid to mid-low ati 5000 series cards. They do well, directX 11 and low power requirements.
