what program can do this. i need to get some songs on a phone. dont care really care about the quality.

how low does it need to be?

are you lowering the bit rate to try to shrink the file size, or does it have to be a certain bitrate for your phone?

I use Easy CD-DA Extractor for converting between formats and bitrates. And audio CD burning, even.

I use MusicMatch to convert from one bitrate to another, no problem.
