LSA Shell error

LSA Shell (Export Version) has encountered a problem and needs to close. Why does my comp keep doing this? it happens everytime i connect to the internet using dial-up, it then does a 60 second system shutdown (which i usually abort with the DOS shudown -a command) and once its done there are only a few things that still work. If this is a vorus could someone tell me what its called so i can get rid of it. I recently removed a virus and now i think i have another even though i have Norton, how do they keep coming back and how do i get rid of this problem
 
I have found the virus/worm whatever it is but i cannot terminate the process because access is denied, i already deleted another of the same type of virus yesterday and another has gotten in so there must be a hole in my computer or something, could someone help any help would be appreciated
