Magnetic stripe reader/writer

Hi, i'm doing an inventory system for a Boy scout troop, this will be used to sign gear in and out.

I'm looking to buy the cheapest workable magnetic stripe reader, (found them on e bay for $60) But there must be some software that i need.

All i want it to do is when i scan a card it inputs it into Microsoft excel (or similar program) I am running it on a dell Pc with Win98 on it (only has 1 usb)

Please tell me anything i will need (links are greatly appreciated)

I haven't bought anything yet I am waiting for someone to tell me what i need
