Maiking music louder software?

I know that you a mp3 or mp4 file rated a 128 kbs to 192 kbs on average, but I was wondering is there software that can change that? Like change songs to a 192 kbs or to a 320 kbs. Thanks.

upconverting a song from 128kbps to 192kbps will only degrade the sound because it is going through lossy compression. That is like saving a JPG at quality 6 then loading and saving it again at quality 8, the artifacts from quality 6 are then compounded by the artifacts from quality 8.
Also, upconverting does not make songs louder, you would have to use music editing software like Audacity to add gain to it which would then degrade the quality even more (unless the volume is just really low and you need to make it louder.)
