I have 2 hard drives, each had a operating system (dif language), when i restart, it asks me to pick a OS (both windows 2000) to start.

Recently, I formatted one of the drives, so took out 1 OS. When I restarted, I expected it to just start up on the other OS, but now it says:

NTLDR is missing
Press alt ctr del to restart

Ok so now I found my windows 2000 disc, editted the bios so it starts off first on CD, tried to recovery console, selected 1. D:WINNIT. Then typed fixboot, but it did the partition sector on C:. And when I restart, it doesnt work.

It sounds like you've formatted the C:\ drive. However, this doesn't remove the BOOT-MENU. Try copying NTLDR from D:\ to C:\.

You can also edit the BOOT.INI file, to change the BOOT order.
