making animated .gif?

how can I make an animated .gif image (like those that some people use as avatars etc)? For example if I had three pictures, how could I make them rotate between each other, as if each picture were a single frame? also can you set the frame rate?

I'm guessing this requires some extra software, if so what is available for free?

once I need to make one .gif, too and very simple program for creating .gif animations is gif animator. you need only a few pictures prepared, them you insert into this program a it will make the final .gif animation. but i was about 2 years ago and I don't know if the program is still actual...

Actually I already have photoshop installed, so it would be great if I could use that instead.

How exactly do I go about creating the .gif in this program then?
I thought about saving an image as .gif, after I've made it, but how can I then incorporate the other two images/frames into it, and set a frame rate?

For this reason I thought that maybe photoshop could not be used, and I might have to use some other specialized software, but now there is no need for me to install anything else, which is great.
