i want to make an avator from a movie, i want it to be good quality and not fuzzy, i have seen some like that but i don't know what programs to use. can any recommend some?

If you stick with bascially cell shaded images(no shading or anything) you could save it as a gif with.
Um, that's about the only thing I can think of really. Most places won't allow anything else animated. GOt an example of what you're looking for?

well, the image will have to be really simple if you are trying to animate it for an avatar. by the rules here.
80x80 or 19.5kb, whichever is smaller.
so you will have a pretty choppy .gif low in quality. unless you have like 2-3 frames only.
if you have adobe imageready. thats a great program.
