If you could be a little more specific...

Do you want a program to tune your singing? Or something to remove hiss or hum from a file? Or something else?

It would be nice but I'm not sure a free program exists to tune a voice in any realistic way - that technology is still state of the art and very complex.

I personally use Melodyne, which if you watch the video examples you'll see works a real treat. Unfortunately, it also costs a fortune.

Another not-as-good example is Antares Autotune4, but that still costs way too much for the average user.

In fact the price of these things reinforces my point that the technology is still relatively new, and so I'm afraid the chances of finding freeware that can match the subtleties of the human voice is very unlikely.

mess around with audacity google it
Totally unsuitable. Not only would Audacity require you to highlight each individual note to work with it (which on a waveform is hard to do), you can only alter the pitch by guestimating what the correct pitch will be, which is very restrictive. Plus the abrupt change in pitch for each note would make for a very unnatural-sounding melody.
