Maxtor one touch 3200 hdd help

I have an external maxtor 3200 hdd which i was using with a mac. It is formatted as 'Mac OS Extended (Journaled). However i have just purchased a new dell laptop and it does not show up. I have been told I need to reformat the hdd as fat32 on the mac however I am unsure on exactly how this is done. Any help would be much appreciated. Thank you.
 
by "it doesn't show up" do you mean it doesn't show up under "my computer" or it doesn't show up in the disk management section?

how new is the laptop? windows XP or windows Vista?
