Measure total downloads going through modem/router

I live in a house of 6 people and our internet is incredibly slow. Before I start complaining to my ISP I want to find out if any of my flat mates are downloading a large amount and slowing up the connection for the rest of us.

There are plenty of programs which show the amount downloaded to a particular computer but I want to see the total downloads going through the modem/router. Is there any program which will allow me to do this?

You're going to need to run something on the router it's self in order to accomplish this. Which, since you probably are just using the ISP provided box or a linksys router or something of that nature you're going to need to repalce it or place a firewall in between everyone and the router.
 
Sometimes that's the easiest solution. Your router may also support QoS (quality of service) which may allow you to prioritize web browsing over downloading so you wouldn't notice as much if people are downloading a lot. It can also prioritize gaming traffic so you won't see as much lag when someone tries to download something while you're playing.
