Well we want to link up our TV downstairs to a rig but the Celeron is LOUD and not up to much nowadays. I've decided on this so far, it's limited to about £300:

Intel Pentium 4 820 Dual Core "LGA775 Smithfield" 2.8GHz (800FSB) - Retail

Asus P5VD2-MX Micro ATX (Socket 775) PCI-Express DDR2 Motherboard

I need a fair amount of performance for the price because the images can be at least 4mb and be about 30mb! Oh and I'll be using a mass XP Pro licence.
 
I suggest using AMD Athlon 64 X2 Dual Core 3800+ 2.00GHz (Socket AM2)
with Asus M2NPV-MX Socket AM2 Nvidia Geforce 6150 onboard Audio VGA mATX, as you using as media centre.
You probably do not need a GPU for media centre. If you really want one, please at least choose a 7300GS / X1300Pro instead
