Memory Issue

My brother is having a problem with running 2gb of ram. He currently has 2x1gb sticks of Kingston ddr2 667 value ram. He was having problems with one stick a while back, but we got an RMA replacement. Currently it seems as though the board (Asus M2V Socket AM2) isn't recognizing both sticks.

The reason we know it is having problems with the RAM is because of a significant decrease in game performance. With his 7900 GS he easily scored upwards of 4500. Closer to 5000 when overclocked. Now, the maximum score he can get is ~3950. We put the card in my computer to test it, and sure enough it scored over 4500. Card has been ruled out. We thought it may be a faulty PCI-e power connector, so we used my PSU, and that didn't help. I updated the motherboard BIOS and Windows was fully updated and we still had the same problem. The really puzzling thing is that each ram stick seems to be fully functional. We tried using each stick separately and the computer booted fine and using only 1 stick of ram the 3dmark06 score was ~3950, so I've concluded that there is a RAM issue.

We're confused and I don't know what else to do. We're going to format the computer and do a clean install of Windows to see if that helps.
 
Did you change any BIOS settings since last running your benchies? What programs and services do you currently have running when benching? Have you run MemTest to check for errors?
 
Only necessary services were running in the background, we made sure AVG was closed but other than that nothing was running in the background.

I'll run Memtest on it tomorrow and update you when I get more info.
