Microsoft Outlook 2007 cannot send or receive e-mail ? Does it relate to the size of the mail or does it relate to other matter

It has to do with your internet connection and server settings inside outlook. Did this just start happening or did you just start using Outlook?
 
Try performing a system restore back to before you had the issue and see if that resolves it.
