You mean uninstalled?

Yes you can do that with retail copies of Windows, but OEM licenses do not transfer. They are tied to the motherboard.

Office can transfer between systems if it is a multi-license or if you uninstall it from an existing system.

You 'can' but that is piracy in the eyes of the license.

Many pieces of software these days require activation, and won't allow software be be running simultaneously, or even activated, on more than one computer at once. In that case you need to deactivate it from one before installing it on the other.
